Seshat is the goddess of writing, astronomy, astrology, architecture and mathematics. She's associated with the god Thoth as his wife or his feminine aspect.The symbol over her head represents the source of all creative ideas.

According to the Wiki, she's also credited as the inventor of writing in ancient Egypt, though that tidbit doesn't appear to have a reference.
Also easily confused with the goddess Sopdet, the personification of Sirius and the onset of the Nile's flooding season, who also has a star-shaped symbol on her head. Sopdet's is 5-pointed, though.
