I think the EU would never actually become a political union. I think the separate countries would rather have separate colonies. The Third British Empire, The French Commonwealth, The Dutch Outer Indies, The Belgian Mars, etc.

I used to think they could unite, but old habits die hard in Europe, and they're clearly not willing to pay the price of federation. If anything, I think we'll see a new balkanization in the next century.

Indeed. Maybe if Space Colonization is possible in the future, the European nations could regain empires. After all, Belgium used to own the Congo. And the Netherlands owned Indonesia from the 1600s to 1949.

You just proved my point. Systems are adopted because they work, and a four tier republic would be ideal to administer multiple planetary governments.

No, in this case it would adopted because is the only one because the US would been the only one to come with that at first. It would work like that at the start of this colonial race of sorts, but maybe they(europe) would go with giving them independence or maybe creating more juridical and political divitions etc. And perhaps in the case of China they would prefer to create a provincial system with no flags and identity, giving the chinese Hans etnocentrism (think of the persian/roman empire in space with Beijing as its center).
Only my opinion.

If you're a bit lost on Europe's cultural minorities, Wikipedia is always a good sources. Otherwise, I've got a map of a future Europe with state borders roughly based on thouse of Europe's many linguistic minorites. CaptainVoda also has such a map and a good one at that.
