Dragon Ball PHD is a parody series, pointing out the infamous plot holes, inconsistencies, and all around strange things in our favorite manga series in a comedic manner.

Not real a plot hole it was never stated that he grows as strong as there have a power level he just said he adds them to his biomass to make him self stronger (I will now for a second ignore that he should be ridicules heavy because Capsule are a thing in this world and you can store entire houses in an easy to carry around capsule) so for all we know does he use there power a lot more efficient ( like turn all of the brain into more muscle mass or something like this)

I guess it's because Cell absorbs people whole instead of just stealing their Ki like No. 19 and No. 20 do. He's literally eating people and converting their biomass to strength, so it's not like he's just adding 5 to his power level every time.

Correct me if I'm wrong, but...
And ordinary, out-of-shape farmer had a power level of 5. SSJ Goku's power level when he fought Frieza was 150 million. If we assume power level scales linearly with energy (a typical assumption), and that in-shape or combat-trained humans don't go above that power level of five, it's hardly implausible that absorbing a few big cities could give Cell the strength he needs to crush Piccolo. (Depending on your assumptions on power level scaling.) And if we don't assume that athletic people have the same power level, it could be that one big city would provide enough.
The fact that he seems to focus on small towns makes this a bit of a problem, but it's not quite as difficult as you make it sound.

...and Roshi at a resting state is 138, Krillin a 206 , yet they don'T even come close to Goku, who was 322. POWER LEVELS ARE BULLSHIT.
Not to mention, a genkidama composed of half of Planet Earth wasnt enough to take down a severly weakened Vegeta in the saiyan saga. Sure, Goku didn't take all the strenght from everyone, but still, if the whole planet wasn't enough for a guy way below 18 000, I don't see how a few cities could overwhelm Kamicollo. Not even close. So even if Goku only took 1% - and why would he, would be foolish - , going by that, Cell should have hade no chance.

I'm not really suure (since my memory is almost half as bad as Toriyama's)... But, wasn't is stated that if someone has control of ki it can multiply their power by 100x or something? If that was the case and saiyng that Cell absorbed 10.000 people, following that logic, and assuming they're all just as strong as the farmer... Cell would get 5.000.000+ increse in his power level... Stiiiill not enough to beat Kamiccolo who have a PL of arround the millions, even though he could just be 25% stronger than Imperfect Cell before his boost, Cell wouldn't be able to get 50% Kamiccolo with only that amount of power... If there is some sort of increase in his power because of absorbing humans... THEY SHOULD'VE EXPLAINED IT!!!

He shouldnt gain anything at all since the avg pl for humans is like 5 so 5x9000=45000, that sint no increase at all if u in the 100 millions place, js

SSJ1 Goku had a PL of 150 million, if we assume 5 is the average human PL and DB Earth has the same population as RL Earth (7 billion), then every human combined has a PL of 35 billion.

Power levels are the most bullshitest bullshit, I mean, Demon King Piccolo is considered "weak" in retrospect, even though Nail, a trained Namek with no special properties, was as strong as Recoome and said that Piccolo could be stronger than Frieza himself if he merged with Kami again, not to mention that he beat the shit out of Gero BEFORE becoming the Nameless Namek again. Tien managed to harm Cell and deflect Gotenks!Boo's attacks, Gohan gave Frieza's xenomorph form trouble, Cell was at first just a little stronger than Saiyan Saga Goku, yet he managed to grab Piccolo and hurt him, Spopovich and Yamu managed to pierce Gohan's body, and let's not talk about Revival of F, where Roshi beats hundreds of Frieza's men, and a soldier said to be as strong as Zarbon gives Piccolo trouble.... The list goes on and on, but right now that's most of what I can remember. And then there are the abilities which can't be measured, at all, with the power level rating, like Krillin's destructo disc, Roshi's Thunder attack, his hypnosis, and the Mafuuba, Guldo's time-stop, Akkuman's evil beam, Bunny Boss "carrot touch", Ginyu's body change, Piccolo's giantification spell, arm-stretching, regeneration, and MATTER CREATION, Frieza's telekinesis, General Blue's paralyzing look, Boo's absorption and chocolate beam abilities, Cell's regeneration and zenkai, and Tien's attack reflection, Solar flare, and maybe, the kikoho; yet, even with these abilities, characters just go and rush with their punches and kicks against opponents that heavily outclass them....

Still zero possibility that a bunch of regular Joes gave Cell that kind of edge.
And of course, PL numbers just DON'T WORK and should not be used. At all. There's no rhyme or reason to them, never was, never will be, so everytime someone tries to put them in a mathematic equation, it makes my eyes roll... They can't be used that way. If they worked like regular numbers, then King Piccolo would never have been a threat to the team.
Not to mention that if the humans of Earth had even 1% of that power you're sugggesting, than even a very underpowered Genkidama would have been overkill for Vegeta, even before his injuries.
And if we think about how many regular joes King Piccolo should be worth, judged by his showcases of power, then it's a bit riddiculous for Toriyama to say that a few thousand (tops) humans would make Cell THAT much stronger.

It would be much better if Cell hides somewhere and watch 17 and Piccolo fighting until Piccolo loses much energy, then using a Solar Flare to blind them, knock out tired Piccolo off-guard, and absorb 17 off-guard to become Semi-Perfect Cell then 18 later as well as a sneaky and smart tactic which would make more sense instead of absorbing thousands of people whose lowest energies to gain that power boost bullcrap for no reason.

Well... it does sound a bit ridiculous if we think of it this way xD, but then you have to think, we don't quite know how Cell uses the energy though
I for one always figured he must have compounded it, you know like compound interest vs simple interest in finance for example, him a little different to say what you might find with other energy absorption models like genki dama
And if you think about the fact that Gero was no longer interested in making "energy absorption types" it seems it was because cell was actually the upgrade from that and not #17 and #18 like most people thought since they were merely just tools for his perfection

Indeed. He did it with Nall first on Namek, and was able to take on Frieza's second form, followed by with Kami when he could take on cell before he boosted himself.
