Julie was an unexpected surprise to both the Joker and Harley Quinn.
Joker was not keen on keeping her, but Harley was not hearing any of it, she was keeping that baby. So, much to Jokers dismay he was going to have to deal with a pregnant Harley for the next 9 months. Though he didn't want the child, during Harley's whole pregnancy not once did he put her in harms way, and forbade her from going on any heists or hold ups when she was showing signs of pregnancy.

Joker always tries to keep a calm head in serious and stressful situations but once Harley went into labor, he went into full panic mode, and it didn't help that the batman had just found out about there whereabouts, and he was not prepared for what he was about to see...

Joker practically begged batman not to take them to Arkham, so he reluctantly called his doctor Leslie Thompkins to help and deliver the baby.
After hours of labor Julie was finally born and when Joker saw his daughter for the first time he was speechless, she had his bleached white skin, a tuff of his green hair, Harley's blue eyes, and when he heard her little giggle he new that he would never let anything happen to her.
Batman made a deal with the joker that he would not report them to the police and that he would let them stay at there hideout for the next month.(they would leave in a week and find a new place)

Julie is a complete daddy's girl, she loves her mom just as much but joker lets her have more fun.

Joker and Harley tell her that the batman is a fun-hating brute that wants to do nothing but bring a bleak and joyless existence to Gotham city, so naturally she hates him especially when he beats up her parents.

She is a very active girl which Harley loves since it means she gets to have someone to practice gymnastics with.
She is very agile for her age and Harley suspects that she'll be a pro in no time.

Joker and Harley were weary of bud and lou at first, scared they might not take a liking to her, but when they first got a whiff of her they were so excited to play with her, but no playing was to be had until she was able to walk, though they were aloud to cuddle with her with supervision when she was still a baby.

She aspires to be just like her dad when she grows up, causing chaos and mayhem.
