Silent Hill would actually be much safer, as the monsters you encounter are incarnations from your inner guilt and desire for punishment.
If you have done nothing wrong, have no regrets or do not desire judgment, you'll see nothing but fog and the occasional nut job going on about monsters you don't see.
(Unless you have visited around the time Harry and Cheryl were there. The movies are not canon)
Raccoon City has giant fucking spiders, zombies, mutants, over sized insects, freelance mercenaries, and viruses that will all kill you no matter how clean or innocent you are.
You're fucked either way in Raccoon city, everything wants you dead and you only have a limited time to escape as there will be bombs that will wipe you off the face of the earth.
(again, movies don't count)
So, if you don't mind, I'm going to relax in a quiet resort town while everyone else is being eaten alive or blown up in the end. Thanks.

ummm, I didn't originally know what Raccoon City was. I actually thought it was literally a city full of raccoons! Know that I know its zombie infested, the city doesn't sound as fun anymore. Never the less, it still sounds a hell of a lot better than Silent Hill!
