I really like this but you may want to look again at his lower body, it looks more like he is sliding off the seat than sitting on it. That may be due to the stiffness of the legs. Try drawing from a model and see how their legs naturally rest on the seat, that should help

The background is very beautiful. I love the lanterns especially! Als the details with clocks on his outfit are awesomely done as well! But somehow his legs look a bit weird. It's probably because of the perspective of the ledge he's sitting on? I don't know...
But it's a great drawing anyway! I love what you did with the geometrical formulas in the top right corner! It really gives a more interesting feel to the whole picture! ^_^ Your colouring is also amazing, as always! Maybe I should try steampunk as well some time...
