It was a fanmade "what if" comic about bowser wearing the crown that was worn by todette that transformed her to peachette.
Actually, it was a comedy one, Mario being rejected by peach and bowser wore the crown and transformed to Bowsette lol, it seems like people including me like the design and started making fanart.
