Oh my, what can I say about this ladyWrite a cruel and ruthless character it's so difficult, you can't just jump into it without context or proper development.
But WishingStarInAJar did it perfectly. Not only her design is so aesthetic and proper for a brakmarian functionary, you just need to see her to know that she's up to something, and once you're able to read a story involving her... bam! Perfect Villain.
