The producer of The Hunchback of Notre Dame, Don Hahn, stated that the character of Frollo was inspired by Ralph Fiennes' performance in Schindler's List as Amon Göth, a Nazi who hates and murders Jews, yet desires his Jewish maid; the same way that Frollo hates and murders romani people but is sexually attracted to Esmeralda.

Hans Frollo is a native of Germany, born in 1878. A jurist and devoted catholic, he reigns over Dachau Concentration Camp where he tries to enforce order and virtue.
He is a firm believer in German superiority and the imposition of its order upon Europe by any means necessary.
PERSONALITY
A truly evil man, Hans Frollo is the darkest ideal in a land ruled by the Third Reich; a sadistic, fanatical and ruthless military officer, and like so many of his fellow Nazis, ran high on his own ego and power. He wholeheartedly follows the Party line of maintaining racial and physical purity and considers other races- especially Romani-as unworthy of life.

Frollo has two central constructs in his mind, his ruthless and brutal pursuit of enforcing the laws of the Third Reich and his apparent devotion to Catholicism. Because of these things and having lived a life of "power and control", Frollo expresses a sort of pride that comes from a feeling of moral superiority, as he is the enforcer of justice.
Due to his Catholic faith and supremacism, Frollo rejects the spiritualist customs of the Romani and believes they are scandalizing the ”Aryan race”, thus interfering with his goal of a pure and more morally nation.

His behaviour around people and his conduct at Dachau concentration camp shows he delights in holding the power of life and death over people no matter who they are. He promises salvation and reintegration to society for the inmates at his camp, presenting himself as a figure of reverence and worship - but in reality, like in all such camps created by the Nazis, they are simply there to work until they perish, unworthy to be a part of the Third Reich.
