Based on how the HRE for most of the time was nothing but a collection of these tiny, super-weak states that couldn’t stop bickering amongst them for at least five minutes.Switzerland, Austria (, others) and what is now the Netherlands were part of it, too, so I tossed Salzburg, Marken and… Switzerland in as well.
From left to right;
Silesia, Eastern Pomerania (/Prussia ...later), Salzburg, Western Pomerania, Black Forest, Marken, (in Italies hands) Upper Bavaria, (Behind I.) Helgioland, Westphalia, Some mysterious mediterranian country, Hesse, DER DEUTSCHE MICHEL, Meklemburg, Switzerland + Lichtenstein aaand Würtemberg!

I really just went with an old book on traditional clothing. Half of these're just tiny cities/historical areas noone really needs to know, so no worries.
