Eleven got his fez from one of the exhibits in the museum in "The Big Bang". Just Saiyan.

Seven wore a fez before Eight. In fact, I'm pretty sure One wore a fez too. You could make a party game out of it. 11 Doctors, 10 fez's and the Tardis switches the music on and off.
