I like the feel of this photo...the mistiness in the distance, and the insipid winter sun really bring out the cold for me. There's also a wonderful crispness in the centre suggesting same. I live in a climate where I don't ever see snow, and this really puts me there...I can almost feel it.
Since there is a lack of vivid colour, the structure is accentuated as in monochrome/b&w photography, and to that end I feel that the lateral rhythm of lines in the snow in the foreground block the flow of the picture inwards...my eye is drawn laterally at first glance - towards the right.
Were this cropped on the bottom, say the bottom third off, it would balance the picture into thirds - snow foreground, city and hills in the middle, and sky in the background. There would be a triangle formed in the snow in the foreground which would lead the eye easily into the scene.

There's only one thing left to say: the composition is intended of course; I didn't want to have simple by-the-rules landscape here, but a scenery which is clearly dominated by the snowy fields to save the snow tracks and the overall icy feel of it.
