AMERICA BROS FTW. Drawing-wise, I like it; the line work is clean and the lines are very fine, which is always a plus, so I have nothing about the lines to critique. Coloring is a different story; there's very little value. The shading can go much, much darker on every color, so push it past the point of comfort, and don't forget to up the saturation as the shading gets darker. You can always check your values by de-saturating the whole picture. If you can't see the shading in grayscale, then you need to keep working. Even Canada's pants need to be darker; even though they're white, there would still be very visible shading on it.
So yes, drawing-wise, very nice. Coloring-wise could use a bit more work. I know how irritating values can be; the better part of my art classes were spent with my teacher yelling at me to darken my values. XD But once that barrier is broken, it sure is a good feeling~

I actually don't think the lineart has much to do with the flatness haha I think that if you use shades of red/dark red, brown and purple it'll pop a lot more.
I don't mind the BG it just looks....Odd maybe. Maybe if you made it into a waving flag behind them -patriotic much? haha- that fades from one countries into the other. That might look kinda cool
