I know the Best Buy I work at sells BambooFun. Those are GREAT tablets for all levels. :3 Just check arouns Wacom.com for more ideas. If you're willing to save more, look into an Intuos. I resently upgraded from a Graphire4 to an Intuos3 and I LOVE it.

My PC came with PS so you can try to buy a Pc with it or just buy a hard disk with it or go buy the program.
