Oh wait ROFL! Have you Ever Played P3? perhaps you dont get the joke if you never have xD. Tartarus is Like The TV World In P4, its the main source of the shadows lol. Ironically its just your school's Persona In a way xD your school turns into it during the dark hour Which your goal is to destroy the dark hour, and yes. Even the developers and Translators have pointed some fun at the toothpaste sounding name xD and Its most peoples reaction when they hear the name. XD

It feels Like I do DX I spend like 2-3hours in their each nigth i go T-T; and This Time Ive been in the tower grinding levels for Like 9 hours lawl XD. Full moon Shenanigans ftw. (in P3 the night before a full moon your charcters wont retreat to the dorms even if they are Koed and you change floors or they are sick or tired)
