I learned in oils by copying old masterworks. I used only one each, yellow blue, red white and black. From mixing these all colors are possible. This unifies and homonizes the painting. With digital it is driving me crazy. My reference is usually on a reg monitor and the painting is done on a Cintiq which has an amazingly awesome screen, so when I bring the digi-painting over it usually sux in some way or another. I am still trying to figure that out.
For ol' Jackieboy the color comes from the paper, a medium tone. When I want a darker value I use pencil, for black a prismacolor ebony pencil, when the value needs to be lighter than the paper, I really like the Genereals Charcoal White pencil.
I hope I answered your question, I tried to cover all three circumstances.

I have attempted color pencil, though I am confident the sturctural details are acceptable, the color always seems off (espcially when coloring the face, the color of flesh is so difficult for me, because when I try to add shadows, if I use the way I use pencils, the color doesn't stay on paper, if I press really hard on paper, it's like there is an ugly patch slapped on the face..), do you have any tips on color selection and coloring shadows so it looks more harmonized with the rest of the picture?
sorry if the question is really stupid, but what is a cintiq?
I recently have just got a graphic tablet and tried to use photoshop to make digital painting, the character always looks like they are made of wax...I have no idea how to fix that...sign..

I am by no means adequate in colored pencils, but if I was in your shoes I would experiment. Every painter down thru time has had to solve something. Along the way beautiful tricks were discovered. You just may create the next look!
Flesh colors for me are also the hardest to get. If you look at the Irene Adler piece and the Ref foto in the link, you'll notice that the reference is very washed out, color wise. By just trying other colors I was able to flesh her out, to me anyway, in a more agreeable manner.
Here's a way to get in the ballpark AND learn to see. Cut out a small hole in a piece of paper and place it over the spot of color you wish to duplicate. Now, create just that color on another sheet. I was surprised to finally see what shadows were made of. To say to use a darker or bluer or complimentary color is all good and well but YOU have to see it to understand it.
As for plastic and wierd, look at the wips for my self portrait!!?
A Cintiq is a wacom Tablet that you draw directly on the screen. I used to have an Intuos3 but I couldn't learn the eye hand coordintation of not drawing on the canvas itself (old school problem). I use the Painter12 software as I haven't been able to justify the expense of photoshop...yet.

lol, when it was pencil, it is just so much easier, comapratively...haha
my photoshop comes with the tablet, along with sketchpro and corel paintshop..and all those
around 159 dollars (graduation present and all..lol)

Any time, really, if I can help I will.
If you have time, study the term Grisaille. It helped me, and since you already know how to draw you're better than half way there.
For Digipaints they have 'colorize layers' for when you already have a gray scale drawing. I haven't got the hang of it in painter, but I've seen it used to wonderous effects in photoshop.
