I think the biggest otaku event in Canada is AnimeNorth in Toronto. I've been a few times, it's an interesting convention, with so many cosplayers! American comic book events are bigger than japanese oriented events, though. But I prefer the otaku ones.
I've been to a winter comic market when I was there, it was soooooo huge, I loved it! I would like to go back! *_*

Otaku events are really different here... we have more activities, and we party more! XD Everything is mixed up: japanese fashion, cosplay, artists selling fanarts and fancomics, booths selling official merchandise, information and discussion panels, autographs from invited artists, music shows, raves, all in one event!
But it was so impressive to see all those circles selling douinshi at Comicket! We don't get that here, it's kind of sad...

Don't worry, English is not my first language either! I'm bilingual now, but I used to need a dictionnary to write just like you. It's good practice. ^_^ (And I did learn a bit of Japanese from school and from the time I was there, but I'm completely unable to write it. ;;; )
Taking pictures here is very easy, we can simply shoot in most public areas. If we have too many people at gatherings, we get a permit from the city or the park, and that's all we need. There are also many people who will shoot their cosplays during conventions, since that's the only place they can meet with photographers. The thing in Canada is that winter is long and cold, so we have to find indoors public places during winter or rent a studio. We can shoot in snow, and it can be beautiful, but you can't do it for too long in a skimpy outfit or you'll get sick! Many people will make their costumes in winter and shoot them in spring. We also don't have many conventions in winter, so it makes sense to prepare during this time.
But here there is no problem to walk in town in a cosplay. People may look at you wierdly and ask questions, but there is no problem in doing it, as long as you're not doing anything indecent or illegal.

As ordinary persons are surprise,Maybe There are thinking strange and weird about us
more than Canada. In the worst case it is asked question by the police.

Don't worry, I'm also busy with university and work, I totally understand!^^ You're very cool to write like this even if you're not familiar with the language!
I used to stay in Naruko-onsen in the Tohoku province when I came to Japan, I stayed from November 2009 to April 2010... we got a lot of snow in the mountains! But it feels very different from Canada. In Japan the snow melts all the time, while here it stays until spring most of the time... and it can get way colder too. -40 degrees celsius is not rare here. But again, houses are insulated way better, so it's not really a problem!
What I liked in Japan was the cosplay events that are made by circles, with lots of photography backgrounds and props people can use... I went to a few in Sendai, it was so much fun! Here we don't have these at all, and the studios we rent are really blank...
