bird died after about two weeks. ):
I think it was because he didn't know how to drink water on his own... the inside of his mouth was red when I first found him, towards the end, it was a pale pink... he had just learned to peck at the food I made for him.

Okay, first thing's first. Don't give it water with a dropper. Leave it a shallow dish or cup so it doesn't drown, babies have a really hard time with water from a dropper and choke on it often.
It's rather ironic that you asked me about a baby bird, since I don't know nearly enough about them and caring for them successfully. I've learned a lot recently and I'll tell you what I know, but keep in mind that the chance of the bird dying is very high. Not to be pessimistic or anything, they're just really difficult to care for.
So, does your bird have any injuries? If it does, it'd be best to bring it to a Rehab center, since they've got people that are trained to deal with caring for injured birds. Actually the two best options overall are to either return it to the parents or take it to a Rehab center. It's just more likely the bird will live.
Anyhow, you said his feathers are almost fully developed, so he'll probably start trying to fly around your apartment pretty soon. See if you can keep him in something with a screen or mesh top to keep him from hurting himself.
As for food and water, I've read in many places that young birds accept meat-type foods and hardboiled eggs. You can use thoroughly soaked dry cat or dog food, or a mash of hardboiled egg and water. Keep in mind that both types have to be really well mixed and should have the consistency of something like applesauce. Feed with a wooden coffee stirrer if you can, but small straws can also work. The food has to be placed as close as you can get it to the back of the bird's throat. A somewhat healthy bird will take the straw or stirrer in its mouth as soon as it is offered and use it to push the food down its own throat. Only feed until the bird stops gaping, but if it won't gape naturally at all, you should be able to stimulate it by tapping the side of it's beak or gently shaking the "nest" it's in. Some of the birds I cared for began gaping and squeaking as soon as they sensed me moving in the room. I've already mentioned water, just check the box often to make sure the bird hasn't tipped whatever you're giving it water in, since they do that a lot.
I think that's quite a lot to start, let me know if you want information on trying to return the bird to its parents. Keep an eye out for them if you can, or other birds that could possibly care for the one you found. I've cared for four young birds in the last few months, and I'm sad to say none of them survived. The first three weren't even feathered yet, the fourth was but had a severely broken leg. It's just really tough to care for them and the majority of chicks born in the wild don't survive either.
