Laggan is a little red tank engine who works on the Laggan Railway up in the Scottish Highlands. He is a friendly and hard-working engine, who visited Sodor to runs railtours as part of promotion for a new book about his railway.You can read about him in the Sodor Island Forum's ERS Library, in the following book:

If I may. If Laggan is a Highland engine, shouldn't he have saddletanks. The Highland Lochhorn tanks are basically like the Terriers, but with saddle tanks.

Yes he is, albeit with little detailing differences.

Technically, Laggan isn't an A1 0-6-0 Terrier at all. The The A1s and the A1Xs were based off of an earlier design which William Stroudley (designer of the Terriers) rebuilt for the Highland Railway in the late 1860s.
