All this started in October 21, 2014 the soul reaper's were forced to step in and prevent a nuclear holocaust.Humanity governments were deemed unfit to lead the world forward the soul reaper military marched in and disarm the local populace
All nuclear material and nuclear power was decommissioned all radioactive material was removed from the planet and sent into the sun.
Humanity has been pushed back in time to roughly around the 1900 technological level until they could be trusted more. Millions of people were relocated to less densely populated areas.
An emphasis on farming and rural communities by the new world government was published.
For the first 58 years the world was divided into 15 different military districts. Until the rebellious mortals could be put in their place. Originally it had been 13 districts but two more divisions were added to decrease the strain on the 10th and 13th divisions.
Afterwards soul Society Central 46 was increased to roughly 105 members managing certain provinces within the world as a feudal Japanese warlord would. Their palaces on earth made the Saudis and the old empires of Europe look conservative in the way they are built.
The 15 districts are divided into 7 provinces each province is headed by a noble family from the soul Society.
The only exception is the 12th District under the command of the 12 division and home to the maximum-security prison for humans with abnormally spirit pressure and who have rebelled against the government. The entire frozen wasteland is under the 12 division captains complete control there is no provinces within the area.
Alternately the captain of the division has the absolute authority over their region. only the soul king, Royal guard, Central 151 or the captain commander can give them orders.
The hierarchy goes like this

the human population has decreased over the past 380 years roughly 4,000,000,000 humans now live on earth.
Humanity's technological level has increased back to what we had in the 20s everyone can see spirits now due to the rebellion of Sosuke Aizen.
Most of the former world religions have disappeared worship of the soul king is the norm.

Soul Society didn't care about other cultures. Their culture is the dominant.
People were forced to migrate to other parts of the world.
It's really hard to have a rebellion against something you could not see for the first hundred years. And consequences of rebellion is quite harsh 12 division Capt. maximum-security prison.
Also if you remember the first chapter's of the story. Soul reaper's are able to wipe people's memory clean and put new memorys in their place. "You always live on a farm with your family."

i get that but to an outside force like the soul society the borders themselves don't make sense
the divide between 3rd and 6th is in the middle of eastern europe and not say on a landform like the urals which are pushed much further into 13
the 10 and 15 border is based around a border which technically doesn't have any geographic presence other than a small section of the Rio Grande
the area around the 6th 5th and 9th divide is all the steppes with no real geographic landmarks for divisible areas aside from mountainous regions further south than you put the border
the 1st district is just so small in comparison both by possible population and resources that i don't understand its makeup
10th division is also fucking massive with both the second and the 4th largest countries in the world combined
the inclusion of greece into the 5th district doesn't make sense either because the bosphorous strait into the Black sea is a perfect divider
so when you say this map is not based on population, cultural identities (i thought this was possible), then its gotta be divided by area and geography in order to make sense to a foreign nation like the soul society

Soul reaper's do not have to worry about geography and since they can teleport to whatever country they want they can basically appear inside the White House. So they don't have to worry about things that humans have to.
Also I was going to put in something where the soul Society was following Gandhian economics focused on the need for economic self-sufficiency at the village level. Cutting the communication between people without rapid communication and exchange ideas occurring.
Several generations later they would easily be able to control humans like they were guarding Angels that prevent humanity from destroying itself which in truth they did in this world.
Also while breaking down their cultural and political ideologies through brainwashing and keeping people separate.
I was also going to incorporate like a village lottery every two decades where 100 people are chosen to be sent to different villages to keep genetic diversity alive.
If you remember kon is in artificial soul that can go in to bodies artificial or not giving them Hercules strength levels which could easily be placed inside villages. artificial bodies can live for centuries becoming the village spiritual and de facto leader after several generations being seen as being blessed by the soul king. Also they would make excellent security force roaming the world as wonders making sure people remain where they are.
The first division is the home of the de facto head of this world government. They have to worry about administrating law throughout the rest of the world as well as the soul Society. So they control the least amount of land.
Also soul reaper's have to patrol the soul Society as well so yes the divisions would be increased in size. Which would be easily done after a few hundred years of brainwashed humans coming to the soul Society and trying to become guardian angels of the world of the living so they could watch over their families and friends.
