I think the funn ypart of this being in the film is that Dan and Bonnie came up with the idea for this scene (at least thats what I heard). Apparently the director wanted their oppinion on a H/G moment(s)

Guys do you realize that she only says that because its an award moment and so instead of looking into his eyes she looks down and sees his shoe is untied. Its one of those 'I don't want to look at your face- (also she asked if Ron was asleep, harry said no. She was gonna kiss him but if Ron came down... not good) so I'll look down instead and find a random thing on the ground to stare at.' besides any moment between Harry and Ginny in Hb-p is gonna be award moment because They don't wanna risk their friendship. Their actors are good friend and didn't wanna risk anything. besides Bonnie may have been dating someone else during the movie.
So Ginny found a random thing and used it as an excuse. She may have heard Ron coming down and wanted to show him nothing was going on with her and harry or something rather.
I do admit it is just bizarre but maybe it had a meaning to it.
