The first step is find a fractal program that you like to work with. From there, some have tutorials and some you learn by experimenting with things. There are some groups here that can help you with fractals as well.
I use Ultra Fractal, and it has a very good tutorial built into it.

Very beautiful. Like satin cloth spinning into or out of the medallions. Neat how you made the texture hover around the outer edges.

Beautiful desing. It's amazing how this reminds me of the Two of Pentacles of the Crowley Tarot, which is also entitled "Change". I love the silky feel of the textures and surfaces and the subtle colors.
