Its pretty much the same thing I said in my comment earlier.
Tiberium in Command and Conquer is a mutative and intrusive substance, creatures based on it or mutated by it without dieing and being assimilated by it have green crystallization growths, much like this dragon's spikes.
There is no actual tiberium dragon, only tiberium creatures to my knowledge (I haven't played the first game) are humans who have been mutated, and the tiberium fiend I mentioned earlier. Any other tiberium creatures are fan creations.
