From naruto shippuden episode 182 "gaaras bonds" doesn't it show gaara walking on water while the other ninja waded through it?

It does, but that episode is a filler and not Kishimoto-canon.
Also, just because Gaara can walk across water doesn't mean he can swim in it. Or, if it does, it would just be another one of those Anime vs manga differences (like how Neji's cursed seal on his forehead changes between the Anime and the manga).
