in the old series, The Master always had a goatee or beard or something, (apart from the Eighth Doctor movie)
now, The Master is a politician with a wife.
beard is a euphemism used for a politician to seem more trustworthy and successful. It's mostly to convince the public that the politician is 'straight'.
