Yes it's an anime and also manga before it.
The usa/europe version is heavily edited and censored,
not to mention the westernised jokes and voice overs really suck(yeah like always)
But it's still worth a watch!
All the characters here are quite out of scale,
i was going to go for the movie poster look originally but, oh well!

Actually the US dub was pretty decent. For a western dub of an extremely japanese show with a ton of ridiculous japan only puns and jokes.
