Not sure why I have so much fun drawing Betty... Oh well.I just kinda got bored this weekend and figured why not let's draw Betty again only this time with a good 'ol pink glowing scythe.

who is Betty Noire ?

Betty Noire is one of the main villains in Camilla Cuevas' Undertale AU Glitchtale. It's an animated series on youtube.

Is she like Chara or has she a different reason to be the villain ?

She has her own reasons to be the villain. Similar to Chara but not quite.

Basically she has a strong hatred of monsters similar to how Chara hates humanity. Her soul purpose is to ensure that Monsters and Humans can never coexist.

But she used Magic and this scary faced scarf isn't this a monster ?

It's more of a soul ability similar to Frisk's Determination, she uses Fear. And Akumu the entity with the scary face is her companion while also being a fraction of her soul, he's not a "monster".

At this point I'd say it's better to learn more about her, and Camila's AU by just going and watching it just so you know though Betty's not a character until the second season!
