In the Batman animated series, Mark Ryder was doing a TV documentary on the anniversary of the Joker getting a chemical bath in a playing card plant -when he was attacked by the Joker. He got Joker-gassed and shoved intro the chemicals. The chemicals reacted with the Joker gas in his system. Instead of dying, he got enhanced strength, agility and a healing factor - but also was now genuinely zany-crazy mad , and had yellow skin, green hair and his clothes got burned off ! He ran into a store, bought odds and ends with his credit card and, after a bit of thought, chose the name of CREEPER and went after thd Joker. Batman had his hands full, trying to corrall the Joker and trying to contain the zany Creeper !
The Creeper was able to temporarily neutralize the contaminants in his body by slap-ons devised by Batman, but there seemed to be no way to get the poisons out. Only thus could he switch identities. BUT could Ryder really control the Creeper's whims ?

DC changed his origin. He dolled himself up in a weirdo costume to crash a fancy dress ball to which he did NOT get an invite, to rescue a scientist held captive in the basement. He had already been stabbed . The scientist hid a gadget in the wound and gave him the remote to operate it. He also injected him with an experimental serum to dynamically heal the injury. Even as Ryder was helping him destroy his notes, a thug tried to shoot Ryder and killed the scientist instead.
The remote enabled him to instantly switch from Ryder, private investigator to Creeper. The serum had boosted his healing factor to the max ! As for the laugh, it was devised as a schtick to irritate his opponent.
The next morning, ryder could not find any trace of the bullet wound. The gadget that dematerializes and rematerializes the costume was sealed within, and only surgery could remove it. His first series only ran 6 issues.
