Freakazoid, a character from a show produce by Steven Spielberg, that is heavily inspired by The Creeper. He is born when a geek gets sucked into the 90s internet. So basically, he is a walking 90s meme insane person.
Anyway, you should really check out his series, it was and still is hilarious (perhaps more so now).

The guy in the middle is The Creeper from the DCAU. He was accidentally made by the Joker after the Joker gave the reporter Jack Ryder a dose of his laughing gas and then tossed him into the same vat of chemicals he fell into and dunked him about three times. He openly lusts after Harley Quin like she does the Joker and offhandedly decked Batman while flirting with her in his debut. The Joker also called him a lunatic.
I heard round the web that when the plans for his own show fell through a similarly nutso superhero show got created: Freakaziod.
