Parsecs are a measurement of distance, not time.
Space navigation was not Han Solo's specialty.

Think of it like the par in a golf course. The Kessel Run is full of a bunch of crap that would wreck starships, forcing them to take detours to avoid all that, so a pilot normally has to travel a route that takes 16 parsecs. However, solid fast ships with skilled pilots can navigate these hazards and travel the run using less parsecs. Thus making the Kessel Run in 12 parsecs is 4 under par.

That KIND of makes sense, at least in how one boasts about the Kessel Run. But it still has nothing to do with speed, which is specifically what Obi-Wan asked about.
There's no particular reason a slow ship couldn't make the Kessel Run in fewer parsecs than the Millennium Falcon if it had a skilled pilot and was careful rather than speedy, or had some other advantage not directly related to its speed.
So I still contend that Han is just not very smart.
