Barley Oats is a sweet colt who loves being around ponies and helping others. He was born a filly, but has felt from a young age that he was assigned the wrong gender at birth and identifies as male. He was bullied for this mercilessly by his classmates in Cloudsdale; it got so bad that his family moved down to Ponyville, where the ponies are far more accepting of who he is. He's since met other ponies who are like him, namely his friend Cocoa Curl from Canterlot, whom he visits frequently. He has yet to discover his special talent, but hopes to focus more on finding it now that he's in a better environment.

Despite his experience with bullies, Barley is an honest, optimistic, and expressive pony. He has boundless energy and moves at a fast pace, often getting around by flying rather than walking. He believes change is good and is always up for trying new activities or taking on challenges. He has a great sense of humor (so long as nobody gets hurt) and a creative and imaginative mind. He's loyal and affectionate with his friends, but can be clingy and overprotective at times. In certain situations (usually ones that involve things he knows he's good at), Barley is self-confident and loves being the center of attention; however, he's extremely sensitive to criticism and relies on the approval and praise of others to boost his self-worth. Barley takes things very personally and is hard on himself, usually feeling guilty and worried over things he can't control.

Barley's world centers around those around him. He's genuinely interested in understanding, supporting, and encouraging others, and feels his best when he's able to help somepony. In his efforts to help ponies he tends to forget about his own needs, only noticing them when he's stretched to the breaking point. He has an uncanny ability to read ponies , which, along with his silver tongue, he uses to motivate and inspire others. He's reserved about exposing himself to others like they do to him, which can lead to him feeling lonely. Barley has a set value system he holds in high regard and rarely deviates from it, doing so only when it inhibits the best solutions to other ponies' problems. He's also a very organized colt who hates clutter and disorder.
