very nice i think that if you widened the glow radius of the moon and added more buildings and added in a multi-color glow coming from below like a times square effect....it would give it a real NYC vibe

Excellent, cities are the hardest thing to draw! I agree with Shnek on everything. Also, check some stuff. Your moon isn't round. CS3 is a cool program, but don't rely too much on shortcuts. I'm guessing you made the building windows with some kind of pattern or tile tool. It looks a little repetetive and too organized. It'll look a whole lot better if you select some areas and flip them upside down or horizontally.

Looks pretty good man, and now you have access to all the array of tools the great photoshop can offer!
It transmits well the sensation of those high-tech cyberpunk metropolis. Now I will split the things you can improve on into two categories, first the things about the picture, and then things about the city.
To better separate the tops of the skyscrappers from the sky you can add thin highlights that are both created by the moonlight and the lights of the surrounding buildings. Also, in the first Betrayal picture, you added a slight glow surrounding the signs on the buildings, it created a good effect and it would work here too.
You can also improve the sky, the clouds closest to the moon should have small whitish highlights created by it, and the stars could be much better (I think there are some good tutorials on how to make starry skies on dA).
Finally, using a two point (or even three point, depending on what you want to achieve) perspective will give the city a much better look.
Now, about the city, these aren't really things that need to be improved on, but more of things that can add details to the pictures and bring the city to life. Considering how big the city looks it must be one the most important cities in Tech-Samurai Universe, but you could transmit that a little better by showing vehicle activity (be it particular cars, if they have flying cars of course, or bigger aircraft, like cargo ships or passenger vessels), there's no need to clutter the background or be too detailed, just finding some way or graphism to tell the people that those "things" in the distance are vehicles.
Next are the shapes of the buildings. Now, this is just my very personal opinion, I like to see some differences in a city, every builind looking like the one next to it makes it boring. So, you can choose if you want to use different shapes or continue with the city style you're using now. Each one has it's pros and cons. As I said before, your actual city style makes it a little boring (at least for me), but you can use that as some sort of slight commentary on how misguided technological development can dehumanize our society, like saying "In the future, there will be no more architecture, just cubes of steel and concrete"; and also you don't have to keep a very rigurous reference of how common places in the history look. Now, as I don't know much the history behind Tech-Samurai, I don't know if there's a really important place or building in the city, if there is that could be the only different building, and you could make it to be seen from every point of the city (kinda like the Eiffel Tower).
If you decide for different building's shapes, having that freedom is both the pro and con. It's a pro because that freedom lets you plan the background more quicly and freely, but mostly in places where the characters won't be going a lot of the time. The con is that you have to keep better track of the places that are gonna be seen a lot in the history, draw them from different angles and always have references for building placement, proportion and shape.

Highways can be a cool addition to the city, just consider that the city size and population would mean there's a lot of vehicle activity, so the size, quantity and technology of the highways should be constructed around that kind of activity. There's a Discovery Channel special called "The future of the car", one of its episodes focuses on what they called The AutoMatrix, it's very interesting and can give you a lot of ideas.
Another thing I thought can help if you opt to maintain a more uniform architecture, would be dividing the city in zones, so this type of building would be the residential/bussiness area, you'd have to think of how the industrial, trading, recreation and other areas would look like, but maintaining that same sense of uniformity you've got here.

Well, I saw it about two months ago if I recall correctly, so I don't know if it still would be on. Plus, I think the US channel schedules differ from those of the Latinamerican channel. The best bet would be to check their webpage and see if they're airing any reruns.
