I'm not saying that there is nothing wrong with adding in something extra. But the way these fachisht nut jobs see it the ONLY way one progresses in the ways of physical improvement. Is by removing EVERYTHING within yourself and replacing it with machine parts they deam necessary. Without your consent by the way. Removing any chance you have to change yourself. Now you are just like everybody else.

I will provide an explanation, expect a long read and a lot of pseudo-Latin, as Warhammer 40,000 uses it a lot.

Adeptus Mechanicus:
The Adeptus Mechanicus, also known as the Cult Mechanicus or the Machine Cult, are an institution based on Mars who are the ones who oversee and restrict the technology of the Imperium of Man. They worship a being known as the "Machine God", and believe that each machine has a "machine spirit" that must be appeased for the machine to function optimally, and they will do so via rituals.
Their main goal is to acquire ancient schematics from the "Dark Age of Technology", a time in which humanity was at their technological peak. These schematics come in the form of Standard Template Constructs (STC), which are computers that hold factory templates from the Dark Age.
The cult has many restrictions on the technology the Imperium is allowed to use, as well as many restrictions on what the Cult themselves can develop, such as: no alien tech, no trying to innovate or improve upon what is currently available until superior STC's have been discovered, and absolutely NO artificial intelligence with the capacity to become self-aware (the last time this happened, a a Terminator scenario played out and mankind nearly got wiped out.) Additionally, genetics and biology are a heavily-restricted field of study within the cult, as to avoid rampant bioweapons.
Their ideals are indeed for man to become machine and cast off the flesh, but they at least understand that the majority of the Imperium does not see eye-to-camera with that. They do not enforce their philosophy onto mankind because the Cult Mechanicus are already in hot water for having different beliefs from the Imperial Cult, the official state religion of the Imperium of Man.
The Adeptus Mechanicus will only cyberize you under two conditions: A) you willingly consent to the process, or B) you're a criminal within the Imperium and are converted to a mindless servitor drone.
However, since the majority of servitors are simply vat-grown piles of flesh with about as much brain as a parasitic conjoined twin, you would have to have done something really bad to end up like that.
Omnissiah:
The Omnissiah is the Cult Mechanicus' term for the God-Emperor of Mankind whom the rest of the Imperium worship, they basically see him as being the Machine God's version of Jesus (evident in the combination of the words "omni" and "messiah").
The God-Emperor is an immortal being and quite possibly the most powerful psyker (a psychic human) to ever exist. In his prime, he was physically perfect (muscles galore, amazing hair, etc) before being wounded and put on life support for millennia on end. The ironic part is that he detests the very idea of being called a god, wishing to have a secular Imperium instead of a theocratic one, but alas he is in no state to be able to speak. (Though I do recommend the series "If The Emperor Had a Text-To-Speech Device", it's hilarious.)
Originally, the Cult Mechanicus incorporated the Emperor into their beliefs just to stay on the good side of the Imperium. They get around his notably non-mechanical nature as him being the perfect biological machine.
The Machine God itself, in yet another twist of irony, is implied to really be a creature known as the Void Dragon, whom the Emperor defeated so many millennia ago. The Void Dragon was a type of entity known as a C'Tan, which were formless energy beings who fed upon stars for sustenance until they made mechanical bodies for themselves.
High Lords of Terra:
The High Lords are the ones who are technically in charge of the Imperium at large, since the Emperor himself isn't available. However, they mostly write stupid laws and bicker with each other.
One such member is the Fabricator General, who represents and leads the Adeptus Mechanicus. Basically a cyborg Pope.

So the reason the Adeptus Mechanicus does not want to progress humanities technology, reconfigure alien tech, does not work in the biological science field, and wants to make everyone into cyborgs and or robots. Is because it is not apart of the STC schematics and they don't want to "hurt the spirit inside the machine"?Β That is even worse than just worshiping a super computer!Β Plus since there IS a C'Tan at the core of Mars( or at least somewhere on Mars ) I am pretty sure it is mind controlling ALL those who undertake the Adeptus Mechanicus oath.
These High Lords of Terra sound a lot like our political system. Only in space.Β Which is strange because with the addition of space travel money should not be an issue. Since there is LITERALLY infinite ways to make money and not worry about not having enough of it.

Most of the limitations in terms of monetary gain that the Imperium faces come in the form the speed (or lack thereof) of communication and transportation and the logistical nightmare of managing so many star system. Because of the limitations instilled by the Adeptus Mechanicus, the only method of FTL readily available to the Imperium is by using the Warp, which is dangerous and unreliable because it's basically using Hell to jump from system to system.
And yeah, Warhammer is hella grimdark. The whole theme is that humanity has socially regressed to a medieval society over the millennia, religious dogma rules the galaxy instead of reason, in spite of the Emperor's desire for a new Enlightenment.
Things are improving in recent lore, somewhat. Roboute Guilliman, one of the 20 Primarchs (vat-grown sons of the Emperor) has been patching up holes in the Imperium's government and tearing down some dogmas.
Even the Mechanicus are opening up more to Xenos technology and genetic experimentation, especially since Archmagos Bellisarius Cawl discovered that the Necrons have a way to nullify the Warp, and also successfully made better Space Marines.
