I thought in your scenario Germany took over the remnants of Austria-Hungary and the west of Russia. Or is this just right before the invasion by the martians?

I wrote different bits at different points and was unfortunately rather inconsistent. The canon that now exists is that Germany didn't absorb Austria, and it instead evolved into a multi-ethnic federal state. I made a map of Venus for this universe in which Austria has colonies on Venus, but I hand-drew it and I haven't taken a photo as yet.
