oh ok, a computer program right? Is it hard? Or expensive? I've been trying to make my work look neater and more professional this may be what i'm looking for.

Yes, it is a computer program like Photoshop. Using any digital art/ image editing program like Photoshop, OpenCanvas, Paint Tool Sai, or Corel Painter can be a little difficult at first, seeing as there is a learning curve to them. You have to get used to it, just like you would if you switched from using colored pencils to oil paints (just an example). So, yes, it can be a little hard to learn at first. You can find many helpful tutorials here on DeviantArt to help get you started, though.
The programs I listed before all cost money and can be downloaded as free 30 day trails or you can buy the full versions of the program from the manufacturer's websites, or (if you can find them) are available for purchase in some electronics/computer stores. Their prices can range anywhere from $200 (in some versions of Photoshop's case, which has a TON of features) to a $14 version on OpenCanvas (which is pretty standard, but useful). There is also a free image manipulation and drawing program call Gimp that can be found here -> [link] Although I can't say that I've ever tried it myself. But it is a start if you've never used one before and want to break into digital art. You can use a mouse or graphics tablet to draw directly into the program and color your drawings/add effects/ whatever from there or you can scan a preexisting drawing into the computer and edit it with the aforementioned programs.
Hope I was able to answer some or your questions without forcing too much info down your throat. Visit some websites, do some research, and perhaps you'll be able to find a tool to help you take your art where you want it to be.
