if you want i can try to explain it here XP
what you do is click the little lasso (the rope ) looking tool
you trace around the part you want to adjust
then when your done selecting you go to
image (up at the tool bar) ~>resize~> then scale
then you just go back to the image and scale it down
and when ur done you press the check mark
