Considering some of the dialogue I've read going through FireRed and Emerald, it seems like the player trainer challenges people who look at him/her a fair bit of the time. It's kept vague and implicit mostly, though.

trust me this happened annoyingly. i went to my starting town and went along to the third town. JUST BEFORE I GO THERE someone stops me. level 70 vs their level 4's ._. it was only a waste of time.

There are times when I just need to get to a Pokemon Center, and I've been through the area for ninety minutes power leveling off of Audino, never spotted by anyone, but my timing is beyond perfect, and still everyone and their dog spots me, stops me dead, and I end up raping their intolerably underleveled team, all because I need healing since I spent the last hour and a half trying to boost five levels per member of my team to rip the local gym leader a new one. It's like they have no respect for me. They spot each other, and they're both trainers, they say 'hey dude' and go back to their patrol. They spot me? 'Hey, you're a trainer that isn't that guy right there I see every three seconds but don't challenge... Hey, let's battle, stranger whom I see has shiny Pokemon that are level 9000 that were EVO/Pokerus/Macho-Brace trained from level 1 and have egg moves that can one shot my whole level ten to eleven team at the same time just on the STAB damage.' It's... I just... They're in... RRRRRRRAAAAAAAGGGGHHHH!!!! ... *Sizzles quietly*

I hated those trainers that looked in two directions periodically. And not even in the four directions within the space of seconds so you could time yourself for them not to spot you. But two ways, which were both unavoidable on the path, and the timing randomised just so when they looked away and you ran they looked back and found you again.
And battled. Usually when all you had was your HM slave at 1 hp left.

Yeah, but atleast in the older versions or rather Silver, Gold , and Crystal(I'm not sure if Blue and Red version allowed you to but . . . ) when you find Red or Blue (The trainer) you can walk right up to 'em without him challenging you. 'S a good thing too, 'cause his pokemon are on 80! Believe me I know, I found Red.

yeah, I always loved how they did that for the legendaries so you had time to save and just watch them and stuff.
I've probably just been plaing too much of the new gens yeah xDD

Times like that, it makes me want to summon my Gallade, and have it use Slash on the kid/biker/psychic/whatever-random-douchebag decides to stop me on a bicycle going on a downhill slope so fast it's a miracle the bike didn't suddenly time travel by going 'you're a trainer, I'm a trainer, I have nothing better to do with my life, battle me'.
Here's a valid question, if I may. Why is it the games have you as the only trainer trying to best the Elite 4 apart from your personal rival(s)? Is there some messed up law stating that only trainers on a journey to see all of the Pokemon in the region are allowed to challenge gyms and the Elite 4 to become the new champion? In the anime, a lot of trainers try to become the champion of their region in the form of a tournament. But in all of the games, just you and your rival(s). Is it just me, or does it not make a lot of sense?

I used to try to hop past trainers in my Pokemon Sapphire game using that special bike. I thought, "Maybe I could jump high enough to avoid their line of sight," but alas, I shall never avoid the bike-somehow-stopping-in-mid-air gaze.
