If you were watching the first three Star Wars movies though the Empire's perspective, you'd see a huge, self-contained self-governing system that colonizes, employs, trades, and feeds billions. Yes, they do shady shit. Name one nation in all of history who hasn't. 

Then this little 'princess' gets a stick up her ass and founds a terrorist organization. Yes, the Empire blows up a planet. The US murdered the president of Chile and inserted a dictator. England brutalized half the planet for money. No one is innocent. She turns around and BLOWS UP A MILITARY BASE FILLED WITH MILLIONS OF REGULAR CITIZENS. WE'RE TALKING KIDS, FAMILIES, REGULAR PEOPLE AS WELL AS SOLDIERS. HOW IS SHE AND HER TERRORIST GROUP ANY FUCKING BETTER.

Understandably, they're pissed. By the end of the third movie, everyone in the Empire's leadership has been assassinated like rats, millions more innocent construction folks have been slaughtered in another explosion, and now there's this terrifying power vacuum that the uneducated, unthinking terrorists have not one ounce of interest in dealing with, which will assuredly lead to a far more terrifying, unstable governing system than the one they destroyed. 

How fucking heroic of those terrorists. 


Serious Engineering is like Star Wars from the Empire's perspective (which is what Star Trek was, if you think about it).

Many so-called villains of history saw themselves as little more than soldiers doing their duty for the greater good of their people. We don't call a soldier who kills fifty people in the line of fire a bad guy, do we? It all depends on what they consider 'their people' to be.

All I'm gonna say is that the last half of this volume is going to be intentionally confusing - as in, we see Corelle make realistic assumptions that the audience should be reaching along with her, and then we and she find out that the world is far more complicated than first impressions.

Well, it hasn't been addressed yes, and you're absolutely right when it comes to being relevant later on. 
If you'd like some hints, I'd suggest re-reading the prologue. There's a lot of foreshadowing there.
That paired with the conversation Corelle and Quen have in the library basement in chapter 1. I was actually worried I was giving too much away there but happily that doesn't seem to be the case.

Those are the best kind of villains. A Dark Lord is fantastic every once in a while, but it's better to have nuanced villains. Villains that when you look at their motivations and what they do to try to achieve their goals, make you question if they're really the villain or if the protagonist is the true villain.

I'm glad you think so! Thinking about a villain's motivations is what often makes them more interesting than the hero. Something that bothers me in a lot of fiction is how the writers don't seem interested in challenging the hero/villain dynamic. I personally see many modern heroes as far more destructive than positive.

Does the huge, rich, and powerful Batman really need to resort to violence because the short, poor, and overweight Penguin stole a painting? Seriously? Then he turns around and allows psycho killers like the Joker to live because beating the shit out of someone weaker than you is awesome but actually taking responsibility for the lives of others and killing a danger to society is the ultimate wrong? FBI and CIA agents sometimes kill wanted murderers because that's their job - to stop innocents from suffering - and I don't see them crying about it. Sounds to me like the writer has too much ideology and not enough real life experience. 

SE will later go on to have a character who would normally be a standard hero and show just how twisted their mentality can be. "Hurr durr guns are cool I wave mine around like a tough guy but I never fire it because murder is wrong." Congrats an entire restaurant population was killed by a crazed nutcase and our "hero" could have prevented it with a single shot to the head but noooooo, that would make him just as bad as the nutcase (somehow)!

As you can tell, this kind of character writing bugs me. 

Quen would probably fall into the "lawful evil" category. I base his behavior on real world "villains" who, through undoubtedly morally grey actions, ended up paving a strong road for others. He does bad shit but has zero interest in watching the world burn. In fact, he and his associates are trying to prevent that from happening and in many ways are darn successful at it. He takes care of his subordinates and has a strong moral code. That code includes breaking the kneecaps of troublemakers, of course, but there's none of that planting bombs in orphanages terrorism kind of absurdity. People who do that get left in the desert.

When poorly written, a hero is virtually indistinguishable from a villain, but is still praised and treated as a hero by the public.  

That's something that's always bothered me about Batman. He has nigh-unlimited resources to do good in the world, whether as a super hero or as a philanthropist, but is clearly not using either one to its full potential considering how awful Gotham is even after years of his efforts. Even Superman will kill if someone is dangerous enough (i.e. Darkseid, Brainiac or Doomsday), but Batman won't step over that line to keep someone like the Joker from slaughtering hundreds or thousands, even after it's clear that there is no possibility of reform for him. In your Penguin example, he could just steal it back or hire Catwoman to steal it back. Hell, he could buy it back if he wanted, but no, he'd rather go pick a fight.
