Norskia, being a ice world, is no stranger to crime. Despite it being true no one is homeless or unfed on Norskia there are still poorer areas where those down on their luck live in government provided crowded hab blocks, eat meals from state or church funded food kitchens, and spend their days doing odd jobs while trying to find a job that allows them to afford a decent place to live. Crime is fairly common in these areas as the Norskian bandit clans often make their holdouts in these areas. Alongside this there are also plenty of robberies, muggings, break ins, and other sorts of crime all across Norskian cities.

The NIJB (Norskian Imperial Justice Bureau) ensures that every Norskian crater city has a force of law enforcement who patrol the streets with the authority of the crown to uphold law and order and ensuring equal treatment of all citizens regardless of their race. Norskian police officers conduct the same things cops in our world do (stopping crimes, investigating disturbances, and protecting areas of importance during major local events) but has a strict code of conduct. Norskian officers are forced to go through a year of mandatory police academy training and regular mental evaluations to ensure their officers are mentally stable, well trained, and morally upright

Any officer found lacking in his conduct can be reprimanded, but those who are found to be abusing their authority are often beaten and lashed before being removed from office and sentenced to jail for a minimum of 3 months, though depending on how many times they've abused their power this sentence and the punishment can be much more severe. This sort of harsh punishment ensures Norskian policemen are the best the Empire can hope to realistically get, dedicated to their jobs and helping uphold law and order. And they will do whatever it takes to do this, no matter how brutal they must be in crushing the criminals or wholesale slaughter bandit gangs members.
