Norskia, being a ice world, is no stranger to crime. Despite it being true no one is homeless or unfed on Norskia there are still poorer areas where those down on their luck live in government provided crowded hab blocks, eat meals from state or church funded food kitchens, and spend their days doing odd jobs while trying to find a job that allows them to afford a decent place to live. Crime is fairly common in these areas as the Norskian bandit clans often make their holdouts in these areas. Alongside this there are also plenty of robberies, muggings, break ins, and other sorts of crime all across Norskian cities.

Sometimes there are gangs in Norskian cities that are simply to tough or dug in for the standard police officers to handle. While all cities have a military presence, many consider the usage of military units in cities to be rather excessive and often leads to considerable collateral damage. This is why the NSRP (Norskian Special Response Police) exist, being a branch of the Norskian police force that is equipped similarly to military units and often are trained the same as soldiers or are made up of retired soldiers. These fighting lads are equipped with bullet resistant body armor, helmets, and move into battle with military issue assault rifles and smgs.

They are also often issued with a mixture of smoke and frag grenades, riding into missions in armored trucks and assisted by armored cars and, in more serious cases, older outdated light tanks to take out any potential vehicles bandit gangs may use.

So while the military often engages the bandit gangs in the frozen wastes (where the bulk of the gangs hide out), these specially trained and equipped police act as the response force within the Norskian cities to violent criminal gangs. Though this is where their typical Norskian warrior culture shows as often their response to identifying hideouts of Norskian gangs is to burst in and kill every last member they can find who resists them. The Norski can not, and simply will not, tolerate and major bandit presence in their cities and so will go to great lengths to utterly wipe out any gangs that have been found out and prove to be growing a bit to powerful.
