It would be hillarious if Shepard and Habringer later on found out how much alike they actually are about what people thinks about their 'alleged' 'insert race/person here' not being alive or existing etc. 'snickers' 'air quotes'

Why does the Turian Councilor use quote marks when he says "Reapers"
I assume, given by the rediculously over-exaggerated way in which he is doing it, coupled with the fact he is a Councilor trained in the way of Humans, he has probably learned about using it and found it appropriate to do so

Because human culture, idioms, and quotes are quick-grabbing, get into your head... and spending too long around humans causes other species to pick up those habits.. as seen when Tali and Mordin ALSO start doing quote fingers. You see this also as various alien species try to use human idioms
