Extremely late reply, so I'm not sure if you've figured it out or not but...
It was never in an episode, per say. In the comic "The Rise of Safeguard" (came with the Jettwins toys), Starscream was captured and Perceptor used his coding to make the Jetfire and Jetstorm, who are the first flying Autobots. I believe it was mentioned in an episode about Starscream escaping, but they never had an episode of Percy getting Screamer's coding.
