Casper the friendly ghost met Wendy the good little witch in the May 1954 issue of Casper the Friendly Ghost, on the second page of the second story. Here I redrew the panel where Casper introduced himself to Wendy, startling her as she stirred the witch sisters' brew. What's he doing in the witches' house? Well, they were partying with the Ghostly Trio, and Casper wanted to find a quiet place to read a book, and thought no one would be home at their house. This was pretty much love at first sight for both of them. Wendy kissed Casper on the cheek four times in the next four pages!I redrew this 1954 scene based on the vintage 1958 Casper and Wendy designs. Their appearance changed quite a bit in those four years. In particular, the proportionately larger hands made it much more clear that Casper is feeling shy as he says hello. Wendy is startled, and her green stool tips over, spilling her on top of him.
Casper and Wendy belong to Harvey Comics.

You showed the translucent effect well. I recall managing it in my illos. for my fan-fics, without detracting from the art.(Poil at a girls' slumber party. With her is Wendy and another witchling, Terry Belle. The latter was yet to be victimized by a banned spell that turns her into a were-kangaroo at times. Each time threastens to be -permanent.
Anyhow, that's in the future. Here Terry is disagreeing with Wendy's decision to have a girl-ghost along with them. Terry ,I recall, is likely black where Wendy is Caucasian. )

Right after the Ghost-Witch War.
Not too long before Casper's first love, Lou, who avoided scaring peop by disguising herself as a mortal, had disappeared. (Timmy the Timid Ghost vanished in 1971 and Homer the Happy Ghost likewise in 1958).
I solved all these disappearances...

There's a rumor that Casper is really the ghost of Richie Rich.

That, despite the fact that Richie and Casper had interacted in some stories. Richie always saw such as lucid dreams (I had a few, but seem to have lost the knack.)
The rumor is spread by kids like Bart Simpson.

Harvey Comics had two realities at the time, the Enchanted Forest, with Casper, Spooky, Wendy, Pearl, the Ghostly Trio, the Witch Sisters, Nightmare the ghost horse, Hot Stuff the little devil, Stumbo the giant, and others I may have forgotten, who would sometimes appear in each other's stories (especially the witches and ghosts-- Hot Stuff and Stumbo, not so much). And then there were the more mundane children, like Richie Rich, Little Audrey, Little Lotta, Little Dot, and really, I wasn't into these as much, but though they sometimes interacted with each other, they were usually kept separate from the magic folks, at least during the period I'm familiar with.
According to the "Word of God," i.e. the cartoonists who worked on Casper in the fifties and sixties, Harvey Comics ghosts weren't supposed to be the spirits of the dead, but rather just magic beings who lived in haunted houses or castles. (That wasn't true in some of the early Paramount cartoons featuring Casper, notably one in which a fox he befriends gets killed and becomes a ghost fox.)

In one of my early fan-fics, maybe #1, Casper said to somebody "Not everybody becomes a ghost". Am NOT going to try to find it.

A few members of the Harvey stable I retconned. Stumbo, for examp. He was portrayed in a fan-fic I did, as an amnesiac. His original personality was that of a right old grump ! Because of his former unpleasantness, Casper and Wendy made NO attempt to restore his memory. Still, I made little use for him. He was portrayed as over 8'' and strong.
The fox cartoon so turned me off, that I threw a magazine at the TV set and swore never to watch another Casper cartoon. That held, for the original series, but I did watch the feature film (not liked), and the animated spin-offs.

THAT cartoon and the one with the duckling, caused me to (1) Throw a magazine at the TV and (2) swear never to watch a Casper cartoon again. I kept that resolve until the series inspired by the feature film.

Adding in the confusion there was an issue where Casper was shot and revived in the same issue. It is hard to tell he was dead/more dead or coma.

The Harvey stories I see as fiction. Casper worked at Harvey as the Casper Code Authority okaying fiction about him and his. He was fired when he tried to get more control.
