The Civil Enforcement office was founded after the civil war (also known as the First Interstellar War) to police the populace and put down potential revolution. In times of war, the CE office could also be converted to serve in a direct combat role.

The CE was technically a branch of the Earth Union armed forces, serving under the military's Independent Command structure as opposed to the central government. It is worth noting, however, that the CE had far more autonomy than other military branches, for the most part operating independently.

Every Earth Union state has the option to disband their own police forces and integrate them into the CE as a whole. At that point, CE assets are assigned to police that state, often from other territories. This is assures that Earth Union law was enforced regardless of local customs and solidifies the Earth Union's hold on that particular state. This conversion from local police to the CE office is often incentivized financially and politically by providing the subject state with increased access to the Earth Union's resources. While this process is technically reversible, it has never been done.
