Alright as usual I'll give my little disclaimer here: I judge based off of the artist's current level/what they've done in past works. I try to be as fair and clear about the points that I make and believe that critiques should be used to help the artist improve.
1) Vision: I thought there was a good sense of vision here. The character seems engaged in the picture and there's a sense of movement which I liked. Overall I think the color choices were really good. It's hard sometimes to create a background in which the character doesnt look out of place if they have "non-conventional" colors or markings. The use of orange to contrast the blue tones works well and also meshes with the green and maroon colors of the character nicely. There are much better leading lines here than in previous works by the artist. The high saturation of the bucket and shovel is a bit distracting so maybe bringing those down a bit so they arnt so bright will help to bring some focus back to the character but I did like these editions, it adds a little more visual interest and also gives a playful sense to the picture.
2)Originality: Same thing with originality here as in my last critique, cant really do much that's exceptionally original with a beach scene, but that's ok, I think the artist worked with the scene well anyway.
3) Technique: This has indeed improved since the last submission from the artist. Here we're seeing some blending happening with the background and not the harsh lines as with the previous one. More elements are being included and you can tell that the artist is going out of their comfort zone and trying to add more visual interest to the entire piece. I'm not getting a sense that the background is being used to showcase the character rather than an after thought which is great to see.
4)Impact: The impact is a sum up of the rest of the points given so in this case it is a 3, also an improvement from the last piece. Overall I was pleased to see this picture, I think it's a definite step in the right direction and the artist should keep working to progress.
Now to my other comments:
Starting with background here, since it's a sun set, I feel that a little more color in the clouds was needed, creating that pink/purple hugh would help to better create the atmosphere of sunset.
The background almost seems scrunched to me and lengthening that horizon and the beach itself would help with that. Shrinking the size of the sun itself will help with this as well, even if it's just half the size that it is now.
I liked the color usage for the sun and that the sun was blurred as it would be naturally, I think blurring just the sun and the very first part of the water that touches the sun would help to be able to blend the character a little better with the surroundings. Because of the amount of blurring, it's a little hard on the eyes. It's all about just finding the right balance, and varying from piece to piece depending on what type of background you're working with.
Shading was much better for this one on the underside of the character where there would be harsher shadows. Because this is a sun set, the shadow the body/feet create can be stretched towards the viewer more, but overall the shadow usage was an improvement. I also liked the lightness of the tail that's facing towards the sun and the line of shadow on the tail facing away from the sun. Adding a thin line of brighter green or yellow just along the spine and neck will help to convey the brightness of the light source more.
Overall, much better, you should be proud of your improvements :3

You're welcome ^^ & yeah you can use pretty much anything as a reference. I usually shrink my browser down so that one half of my computer screen is the program I'm working in and the other half is the reference picture, this way I can quickly look back and forth at the reference to my actual drawing. Obviously it goes without saying that you should always try to make the resulting art your own by not trying to replicate the exact reference you're using. I usually end up using several reference pictures during the course of creating one piece.

^^ & Yeah well I will definitely keep that in mind I'm sure it will be helpful XD and yeah you should never try to duplicate just simple have an example of the background you are try to achieve or have multipull examples like you said ^^
