maybe its supposed to be a fish that wants to change and be different from the rest, but the water/crowd/people want him to stay the same.
(just like when they said it is impossible to fly, and that no one should try.)

The People are against differences?
It's kinda like the people represent a crowd (kinda like the ocean), but there's somebody trying to stand out (the fishie) and they're against it, trying to catch him back!
