I aimed for a bit simpler coloring approach this time - hence I didn't want the glow to overpower the entire image, but rather be an accessory :3

I really love designed character and element of pieces! His anatomy and face make me scream with fall in love feeling! It’s great art one of you!
I think you choose great color tone that making like he come from the sea and his costume can easier understand in first time that I have seen. His skin has some element like fin for designed that he is a special mermaid. And, this topic that make me have some suggestion in my personality is the male mermaid doesn’t have gum fish. I think this organ is very important because in the sea, It’s hard to breath in that environment. Maybe, this organ can add in his character design.
Next, I think the second topic is the detail of costume. You can agree or disagree with me as your opinion. I think his belt is not match with the top costume and the science tube can’t be like that. I think it will have some cork for protect something in this tube.
The last thing is his power on the right hand. It’s too fade that make hard to notice. If you can make its clear design or the color that make this piece more completed!

Design wise I had a reference sheet to work with, so I wanted to keep elements from his costume in the merman design as well.
Also I didn't want the power take too much attention away from the character hence I wanted to keep it a bit more subtle, as if he's just getting started to gather energy or something.

To begin, I'd just like to say that this piece really caught my eye. Overall, it's just so beautiful and I really enjoy the way you've constructed it!
The colours have this calm tone to them that really accentuates the cohesiveness of this piece while also bringing about a relaxed vibe. The hues used also really match each other, there's not one individual colour that stands out more than the other - they mesh together harmoniously. Additionally, background is absolutely stunning! I appreciate how unique the design of the background is - the idea of making it apart of the piece further than a conventional background normally would brings it to another level for me. Also the variety of blues used and the flecks of that lighter hue really creates some dimension.
The pose here is dynamic, and drawn well. Proportionally, this piece is sound... I can't find any faults. Although, I would like to mention and whilst it's probably more a fault in my own interpretation, I did first believe this character was a woman. Mostly, I think this is due to the curves of the characters body (I mean also, the character is simply beautiful)... BUT I've snooped at other comments and I seem to be the only one having trouble with this so it's probably an individual thing. ANYWAY ~ the expression is glorious, and is cohesive with the pose. They both work together in a sense to help portray the characters emotions, and you've done this well.
Personally, I think the hair could a have a little more dimension. Don't get me wrong, it doesn't take away from the piece what-so-ever, but I do think it could be improved on. In my opinion, adding a few more loose strands and breaking up the bulk of it would emphasise the idea that the character is submerged in water. Also, if I was to nitpick (eh, sorry) the top of the head (where the hair extends past the characters ears) could be flattened a little... Sorry! I don't mean to be a stick in the mud or an ass - feel free to disregard that whole hair spiel.

Honestly I wasn't sure of whether he was a woman or not from the refs at first either XD I had to dig some more info, but I think he's supposed to be a more closer to an androgenic character...
So while I did buff him up a bit I wanted to keep the slenderness of his reference too...
You're also right about the head and hair - I've been staring at the top of his head like what for a while now but of course I didn't notice it while drawing this! The part is way too high...
This piece is however a rather simple shading style for me so I didn't put too much effort into details of the hair.

love the pose you have taken here, anatomy is pretty good, and the detail you have put into his hair is grate, over all a very nice picture,

over this is a very nice picture, though i a few small details would have put it over the top,
your coloring is very nice, though i would like to see a little more shadowing, like his hair, behind his neck could have been a bit darker, separating it from the front of his hair,
his fins have some nice shadowing to them but are a little bland in detail, he looks as if his a warrior, tattering the ends might have been nice, or some veins detail, just giving some flow to them,
anatomy is really good, i only have one issue with his anatomy and im unsure as it may be just the way his hand is sitting, though his right hand (left side) looks as if its missing its knuckles, this is really optional detail though his looking more elf, giving him some gills looks pretty cool, though some people dont like them as it creeps them out,
only other thing i would have liked to see was a little more shadowing in his tail, as the coloring here compared to his skin is a little bland,
love the character though, makes me want to draw some mermaids XD

Ah I was wondering why some parts looked a little less complex then others, that's fair though sometimes a simple shade can do the trick

lol a few of my own, i have taken over 6 hours on just the line art, more on the coloring, i wish i could speed my self up sometimes i think we all think were taking too long sometimes but thats really just self perspective, like in 6 hours i feel i should get allot more detail in, but i only get so much in b4 saying im finished, and moving on to another, what im getting at, is art is time, you can only spend the amount of time your happy with spending on it, any more then its work not art,

The tail looks so flexible, yet really strong. I love how you drew him stomach part, it just looks so goooood.
Fantastic looking scales! I love how they're shining. And the ones on the face are also lovely. You made them nicely less visible~
The face expression is so fantastic here. I cleary can see an anger mixed with a determination. If I was his enemy, I would think two times before the fight.
That glowing fist is so well drawn. I love the pose of the hand, I don't know, why!
Oh, I'm a sucker for this hair. So well done, floating so gracefully and freely. I like the separated hairs around, adds a realism to it.
You did a great job with the outfit. I adore the upper part, it's like an armor, but it's so delicate and light, fitting the underwater life.
The belts add a great detail to the whole character! The vials are so great, That makes me think that this merman must be some wizard? Or healer? Well, really interesting addition!
The fins looks so beautiful and soft, like a silk fabric or masterfully made flounces. I would so want to touch them...
Nicely chosen colours here. The warm colours of the body and outfit lovely contrasts with the cold water around.
The water alone is made so pretty. That spinning movement around the merman makes it look like he is moving it with his powers. The flashes and the bubbles look so natural.
Once again, a great job with the character. I'm sure that the author of this character is in heaven <3
