Here's an early design of Noctowl.

Ah, the original Owl Pokémon.
Well until the Rowlett line came along in Gen. 7. But that’s not to say they’re awesome (I mean a owl archer is a seriously cool concept).

Just by a few inches. It isn’t that drastic of a difference.
Besides, I go by the sizes Pokémon are given in the anime anyways (since they’re way more believable). Noctowl in the anime is small enough to perch on a person’s arm. And I’ll bet Decidueye will retain its height to nearly reaching that of a human once it makes an appearance.

Noctowl is like 5ft
Decidueye is like 4ft
Noctowl is a whole foot taller
I kinda like the idea of Noctowl being giant like that, I mean it was the most commonly used Pokemon people use Fly on so, makes it more believable
Ash could have a Noctowl that big perched on his shoulder
He had a nearly 100 pound that sat on his head and a 90+ Hippopotas on his head as well

Where are you getting this? I just looked it up and it turns out that Noctowl and Decidueye are both the same height. One is not taller than the other.
Oh please, in the Pokémon Adventures Manga, Silver used to Fly around with a Murkrow gripping his arm (and it wasn’t all that different when it evolves into Honchkrow). The members of Teams Magma and Aqua flew around with Swellow and Vibrava perched on their backs. Pretty much proved like in the games that any Pokémon that could learn Fly (no matter the size) could carry a person around. Wouldn’t be the first time Pokemon has thrown logic out the window.

You know what I looked it up and, you're right
I must've been thinking of Delphox in terms of size
With Vibrava, i could somewhat imagine it being able to lift someone, I mean it's sorta? big
But didn't Silver use Multiple Murkrow, Karen did the same thing but she had to use like six, three on one arm and three on the other, there's pics if you don't believe me
Maybe Silver is Underweight or something

Vibrava are only three feet long. It’s more believable with Flygon since they’re much bigger and can even carry people on their backs. But Vibrava is depicted in the manga as perching on people’s backs and then lifting them up in the air. It doesn’t matter how much bigger or heavier a person is, a Pokémon is able to carry them into the air so long as it knows Fly.

Silver only uses one Murkrow, which later evolves into Honchkrow in the HG/SS chapter. He literally holds onto its legs and it carries him into the air.
Just like in the games how any Pokémon that could learn Fly (no matter the size) could carry a person around. And again, this isn’t exactly the first time Pokemon has thrown logic out the window.
Dude, just stop trying to make sense out of how a Pokémon can do what it can do. Because as I’ve told you numerous times, it’s utterly pointless. Just look at the picture I sent and you’ll notice Crystal has a Natu carrying her in the air (which is even more ridiculous than a Murkrow carrying Silver).

You do know Hoothoot’s got two feet right? It just puts them so close together that it just looks like it only has one.

I was confused about that. At first glance, it looked like one foot.

Yeah, I was decieved by it too. Hoothoot’s just really good at keeping its feet close together.
