Name is suppose to be a combination of the black swan’s scientific name (Cygnus Atranus) and semiquaver (I don’t know shit about music). It’s design is also based off a conductor.
It’s Pokédex entry would go something like
“Atraquaver actively seeks out quality music. Oftentimes, it will command other song-making Pokémon to create symphonies worthy of an audience. Should one decide to play bad music near this Pokémon- be prepared to meet a fowl end.”
