There we go. Now Delibird can take to the sky with its flippers. XD
If you feel that the tail sack end looks awkward there with nothing actually holding it up (and I could understand that). You can always have Delibird’s flipper wrapped around it or place the end in Delibird’s armpit. That’s where it’s usually placed whenever its flipper is not wrapped around it.

Exactly, it’s just another way Delibird’s able to carry around a sack full of stuff without actually having hands.

Good job at keeping the sack it carries around be part of its tail.
Though why’d you give it hands? Delibird’s able to fare well and hold things with just having penguin flippers (just look at the Penguins of Madagascar), plus it uses those flippers to fly and that’s sort of hard to do when it has hands.
And maybe add a little fat to Delibird, because this one looks like its starving.

I felt that it would grip better if it had claws. Think of Farfetch'd, when I gave it a little claw to hold that leek.

I can see that, but it’s a little different in Delibird’s case because it has the flippers of a penguin rather than wing of a typical bird.
Plus Delibird’s still able to fly despite being based on a penguin. It either flies with one wing and keeps the other wrapped around the end of its tail.

Or it’ll fly using both wings and carry the end of its tail in its mouth to prevent anything it’s carrying from falling out.
It just makes it more awkward than it already does if it has hands and is able to fly around (by which I mean being a flying penguin). Farfetch’d it makes sense since it pretty much always carries a Stick. But Delibird’s a different case because it’s got a different wing design and it being able to fly is ridiculous enough already.
You can make the flippers a bit bigger if you want, but I’d really just get rid of the hands.

Hey it’s not the first time Nintendo’s created a bizarre bird Pokémon that’s able to fly around (by which I mean it’s capable of learning the move Fly) despite it not looking possible. Just look at Dodrio, it doesn’t even have wings and it’s still capable of using Fly.

No idea. Though it can’t Levitate otherwise it would have the ability Levitate. XD
It just can Fly. Like I’ve said time and time again. It’s utterly pointless to try and apply logic to what a Pokémon is capable of doing (especially when it seems to defy all logic). Dodrio’s able to fly because it can even though it has no wings.
